天津市电子仪表实验所始建于1971年，是天津市编委注册批准成立的独立事业法人单位，隶属于天津中环电子信息集团有限公司。是中国合格评定国家认可委员会（CNAS）认可的第三方检测/校准实验室；是专业从事电子仪器仪表和信息类产品质量监督检验及技术方法研究、计量技术规范及计量测试方法研究、仪器仪表及测量设备计量检定（校准）、电子信息产品标准化管理及技术咨询的社会公益服务类科研院所。是市科委及市质监局认可的市科技成果检测鉴定单位；是市质量技术监督局按照《资质认定评审准则》和JJF1069-2007《法定计量检定机构考核规范》考核并依法授权的“天津市质量监督检验站第十四站”，“天津中环电子信息集团有限公司计量中心站”；是“天津市电子仪表工业标准化中心”和“天津市电子信息产品标准化技术委员会”的挂靠单位。

    天津市电子仪表实验所于2000年8月正式通过中国合格评定国家认可委员会（CNAS）检测/校准实验室国家认可的考核评审，是我市最早通过CNAS认可的检测和校准实验室之一。2010年被国家工业和信息化部认定为全国首批99个国家级“国家中小企业公共服务示范平台”单位之一，也是天津市中小企业发展促进局确认的我市18家“天津市中小企业公共服务示范平台”单位之一。2011年通过国家能效标识管理中心考核认定，成为国家电子类产品能效标识能源效率检测备案检测机构。此外，天津市电子仪表实验所与中国电信科学研究院、中国第一航空集团计量测试中心等多家科研机构确立了实验室间开展检测与校准技术活动的长期合作伙伴关系。

　　天津市电子仪表实验所现有场地设施面积约7000m²，（其中产品质量检验检测实验室面积2000m²，计量检测校准实验室面积1300m²），设有6个专业技术部门及5个职能管理科室。具有一支专业技术水平较高、综合素质较强的专业技术人才队伍。在册人员目前共计100人，其中具有中、高级（含正高）以上技术职称的人员43人，占人员结构的43 %；具有大专及以上学历的人员77人，占全部人员总数的77%，全部具有从事专业技术岗位所规定的各类资格及资质证书。

　　天津市电子仪表实验所在集团公司正确领导下，在市科委、市财政和市质监局等政府主管部门的大力支持和指导帮助下，坚持以服务社会为宗旨，以企业需求为导向，秉承“科学、公正、及时”的质量方针，树立“诚信、务实、守法”，“以客户为关注焦点”的经营理念，紧密围绕企业发展需求，大力拓展服务领域，不断提升技术水平，持续增强检测能力，努力促进并实现我市检测技术服务需求的本地化、高端化和优质化。近年来，积极争取财政部、工信部及市科委专项资金支持十余项，先后拓展并完成了数字显示终端、数控加工中心、手机测试仪、UV辐射照度计、网络分析仪、PXI板卡式仪表、大型坐标测量机、精密测长机、电磁振动台校准系统、电子信息产品能效检测、有害物质检测、防护等级检测等数十种产品检测和计量校准的高水平的项目能力建设，为我市政府主管部门及环渤海地区千余家企业生产和研发提供了有效的检测技术服务支持与保障，为推动企业技术进步、提高产品质量、降低生产成本、促进企业发展等方面充分发挥了公益型技术服务应有的职能和作用，赢得了政府主管部门的充分信任及全社会的普遍认同。

　　Tianjin Electronic and Instrumental Laboratory，established in 1971,is affiliated with Tianjin Zhonghuan Electronic Information Group Co., LTD. It is an independent institution which is registered and approved by TianjinOrganization Committee Office. It’s the third-party laboratory in  testing/calibration fieldauthorized by China National Accreditation Service for Conformity Assessment (CNAS),as well as a scientific research institute in public welfare, specialized in quality supervision and inspection for electronic instruments and information products,research for measurementcriteriaandmethods, metrological verification (calibration) for instruments and equipments, consulting services for standardization ofelectronic information products.

　　Our lab is an identification instituteforscientific and technological achievements in Tianjin, approved by Tianjin Scientific Committee and Quality and Technical Supervision Bureau; "thefourteenth of Tianjin Quality Supervision and Inspection Station" authorized by Tianjin Quality and Technical Supervision Bureau according to law, and "the Metrology Central Station of Tianjin Zhonghuan Electronic Information Group Co., LTD". "Tianjin Electronic and Instrumental Industry Standardization Center", "Tianjin Technical Committee of Standardization for Electronic Information Products"and other service functions are also affiliated to the Laboratory.

　　In August, 2000, our laboratory passed appraisalandaccreditation held by China National Accreditation Service for Conformity Assessment (CNAS), and become one of the earliestNational Recognition Laboratories in testing and calibration fieldauthorized by CNAS. Our lab has established long-term cooperative relations of developing testing and calibration technical activities among laboratories between itself and other scientific research institutes such as China Telecommunication and Science Research Institute, the First Metrology and Testing Center of Aviation Group in China and so on.  

　　Our laboratory has 6,835 square meters in size (including 1,780 square meters of lab in qualityinspection and testing for products, and 1,100 square meters of lab in metrological testing and calibration), a total number of 6 professional technology departments and 5 function sections. The lab is provided with a total number of 106 talented people group in both technical and managerial position with high level of professional technical knowledge and strong comprehensive quality, including 49technical staff with middle-level academic titleand above (accounting for 48 percent of the whole staff), and 74 employees with junior college degree and above (occupying 72 percent of the total amount of the personnel). All the staff have qualifications and qualification certificates which are necessary for the professional technical posts they are engaged in.

　　For nearly adecade, our laboratoryhas successively improved and perfected technical service competenceof testingand calibration for dozens of new projects, such as numerical control machines, digital comprehensive test instruments,instrumentsbased on PXI by card, large coordinate measuring machines, calibration systems for electromagnetic vibration table, energy efficiency detection of electronic information products,  harmful substances detection and protection grade test, etc, filling the citywideincapability or technical blank of testing and calibrationservice in many areas, promptly meeting the demands for manufacture, research and development of more than 1,000 small and medium-sized enterprises (SMEs), greatly solving localization and efficient convenienceof needsfor testing and calibrationtechnical service for kinds of SMEs in Tianjin, promoting upgrading of their products and integrating with advanced technology, effectively improving and enhancing hierarchy andconnotation of investment environment in Tianjin,playing a positive role in supporting and guaranteeing the development of small and medium-sized enterprises.
